Movers & Shakers from September

HS2

Have appointed Neil Holm as Chief Programme Officer. Holm joins the role in October from BAE Systems, where he was Chief Operating Officer – Naval Ships and prior to that TRU MD for Network Rail.

 

Bristol Airport

Have announced the appointment of Charley Maher as Chief Executive. Maher will join the role later this year from South Staffordshire Plc, where she is currently Group Chief Executive Officer.

 

The Office of Rail and Road (ORR)

Paul Smith has been appointed as Chief Executive Officer. Smith joins the role in January from Fingleton, where he is currently Director.

 

Breedon Group plc

Have announced the appointment of James Brotherton as Group CEO, succeeding Rob Wood, who will retire as Group CEO at the end of 2026.

Brotherton will take up the role in January, moving internally from his position as Chief Financial Officer.

 

AtkinsRéalis

Have announced the appointment of Justin Norman as Managing Director of Transportation. Norman moves internally from his position as Nuclear and International Growth Director, UK&I.

They have also announced the appointment of John Edelman as Vice-President, Defence, Canada. Edelman joins from CAE, where he was Vice President of Business Development.

 

Costain

Rohan O’Grady has been appointed as Managing Director of the Skanska Costain Strabag joint venture (SCS JV), delivering HS2’s London Tunnels, succeeding Jonathan Morris. O’Grady joins from CPB Contractors in Australia, where he is currently Alliance Director - NEWest Alliance.

 

BP

Have announced the appointment of Ian Tyler as Chair. Tyler joined the Board in April 2025 and has been in the position on an interim basis since May this year.

 

Turner & Townsend

Have appointed Nima Nicolas Aase as Regional Managing Director for Europe. Aase moves internally from his position as Managing Director, Scandinavia.

 

Balfour Beatty plc

Have appointed Emma Loxton as Chief Strategy Officer. Loxton joins from McKinsey & Company, where she was Partner.

 

Network Rail

Richard Allan has been appointed as Deputy Regional Managing Director, Eastern Region. Allan joins from Chiltern Railways, where he was Managing Director.

They have also appointed Molly Neal as Integrated Communications Director across DfT Operator and Network Rail in a major step towards the rail industry’s transition to Great British Railways (GBR). Neal moves internally from her position as Group Director, Communications.

 

Chiltern Railways

Succeeding Allan is Tony Baxter, who has been appointed as Interim Managing Director. Baxter moves internally from his position as Operations Director.

 

Heathrow

Have appointed Kerry Bangle as Surface Area Director. Bangle joins from WSP in the UK & Ireland, where she as Head of Complex Projects Advisory.

 

Permasteelia Group

Have announced the appointment of Seb Fossey as CEO. Fossey joins from McGee Group, where he was Managing Director.

 

Nuclear Decommissioning Authority (NDA)

Ruth Busby OBE has been appointed as Group Chief People Officer. Busby joins from GTR (Govia Thameslink Railway), where she was People Director.

 

WSP

Have appointed of Gavin Stonard as Managing Director - Water in the UK and Ireland. Stonard joins from Costain Group plc, where he was Business Development Director – Water.

They have also appointed Chris Morgan as Transport Sector Growth Lead within the Transformation and Digital Insights Advisory team. Morgan joins from Arcadis, where he was Director and Lead for Arcadis’ UK Capital Programme Advisory Business.

 

Great British Energy – Nuclear

Have appointed Andrew Stephenson as Chief Commercial Officer. Stephenson joins from National Highways, where he was Director of Procurement.

 

Gardiner & Theobald LLP

Have appointed Andrew McPartlin as Partner. McPartlin joins from Arcadis, where he was Senior Director.

 

Bovis

Lesha Chetty has been appointed as Managing Director, Consulting. Chetty joins from Mace Consult, where she was Major Programme Director.

 

Black & Veatch

Have announced the appointment of Stewart Cash as Managing Director & EMEA Regional Leader, Infrastructure Advisory. Cash joins form Arcadis, where he was Business Area Director – Places UK&I.

 

Galliford Try

Vicky Nugus has been appointed as Strategic Development Director – Environment. Nugus joins from Kier Group, where she was Work Winning Director (Natural Resources, Nuclear & Networks).

 

Swietelsky UK

Have announced the appointment of Alan Atkins as Managing Director – Operations and Technical. Atkins joins from Balfour Beatty Rail, where he was Operations Director.

 

Willmott Dixon

Have announced the appointment of Mark Wolverson as Delivery Director for the North East. Wolverson joins from Wates Group, where he was Operations Director.

 

Department for Transport (DfT)

Have announced the appointment of two new Non-Executive Board Members:

Charles Randell CBE has been appointed as Lead Non-Executive Board Director and Harjit Sandhu has been appointed as Non-Executive Board Member and Chair of the Group Audit, Risk and Assurance Committee.

 

Severfield

Terry Fitzmaurice has been appointed into the newly created role of Chief Commercial Officer. Fitzmaurice joins from Manchester Airports Group, where he was Group Procurement and Contracts Director.

 

McLaren Construction Group

Have appointed Martin Ewing as Divisional Director for its construction management and specialist projects business. Ewing joins from Sir Robert McAlpine, where he was Director of Operations.

 

Ramboll

Have announced two new senior appointments:

Graeme Dodds has been appointed as Director of Urban & Transport Planning. Dodds joins from Jacobs, where he was Director, Transport Planning.

Mark Baynham has been appointed as Market Director – Highways. Baynham joins from Mott MacDonald, where he was Principal Client Director – Contractors.

 

Renew Holdings plc

Have appointed Pete Raby as its new Chair and Independent Non-Executive Director. Raby joins from Morgan Advanced Materials Plc, where he was Chief Executive Officer.

He succeeds David Brown, who has been with the company for more than 9 years.

 

Rail Accident Investigation Branch (RAIB)

Have announced the appointment of Andy Lewis as Chief Inspector of Rail Accidents, succeeding Andrew Hall, who is retiring after nearly 5 years in the role. Lewis moves internally from his position as Deputy Chief Inspector.
